What is the process for proposing a lujvo, getting
the proposal accepted or modified or rejected, &
communicating the result to Lojban users?

Consider the following proposal:

LUJVO:
  gimterzbavla
  gismu + te + zbasu + valsi

GLOSS:
  gismu ingredient word

MEANING:
  word used/consulted by gismu creation algorithm
  in creating a Lojban gismu

PLACE STRUCTURE:
  x1 $zbasu3 $=valsi1
  x2 $gismu1
  x3 $valsi3

Does this proposal contain sufficient info for
acceptance/modification/rejection?
