I'll quote from the reference grammar places.txt

section 3

It is less than firmly defined what it means to have two sumti share the
same place when not connected by a logical connective, therefore we
definitely wanted to make this NOT happen unless specificaly marked.
In addition, it saves unnecessary words for the normal case, which is that
trailingt places are relatively incidental.
